Removes a metered asset balance from the monitored asset that holds it and deletes it. The balance of a product's monitored asset can always be removed: an entitlement or offer carrying the product holds its own copy, which is left as it is. A copy's balance is refused while its entitlement or offer is Draft or Published, because metering draws on it.
